講演者 Speaker	戸島　仁嗣JICA（国際協力機構） 最高デジタル責任者（CDO） 国際協力機構（JICA）最高デジタル責任者（CDO） 戸島 仁嗣（とじまひとし） 2023年7月、現CDOポストに着任し、JICAが22年に策定した「DXビジョン」の下、組織・事業両面のデジタル・トランスフォーメーション（DX）を推進中。開発途上国の現場を含め、30年以上に渡る国際協力の経験を有する。 京都大学法学部を卒業後、現JICAの前身となる海外経済協力基金（OECF）で勤務を開始し、旧 国際協力銀行（JBIC）を経て、2008年からJICAで国際協力事業に従事。この間、海外では、コートジボワール（アフリカ開発銀行本部への短期出向）の他、フランス、タイ、モロッコの各事務所で計12年近く勤務。国内では、有償資金協力業務（円借款等）を中心に、アフリカ部、人事部、東南アジア・大洋州部、財務部、理事長室等で勤務した後、情報システム室長（当時）、審査部長を務めた。 中央大学国際会計研究科修了(MBA)、パリ政治学院(Sciences-Po Paris) "Certificat d'Etudes Politiques"修了。経産大臣登録 中小企業診断士、日本証券アナリスト協会認定アナリスト(CMA)、経産省認定 ITストラテジスト、応用情報技術者、防災士等の資格も保有。 TOJIMA Hitoshi (Mr.) is the Chief Digital Officer (CDO) at the Japan International Cooperation Agency (JICA), leading its digital transformation (DX) efforts under JICA’s “DX Vision”. With over 30 years of experience, Mr. Tojima has held various positions including Director General of the Office of Information System and the Credit Risk Analysis Department, as well as Chief Representative in France and Morocco, and Senior Representative in Thailand at JICA. He was also seconded to the African Development Bank in Ivory Coast. His areas of expertise encompass loan-financed project management, infrastructure development, and capacity building, with a particular focus on projects and programs across South-East Asia and Africa. Mr. Tojima earned a bachelor's degree in law from Kyoto University, a "Certificat d'Etudes Politiques" from Sciences-Po in Paris, and an MBA from Chuo University in Japan. In addition to these, he holds professional designations such as Chartered Member Analyst (CMA) from the Securities Analysts Association of Japan, and is a registered IT Strategist with the Japanese Ministry of Economy, Trade and Industry (METI). He is also a Registered Management Consultant for SMEs with METI.
